Senior HCM Portfolio Lead/Manager – (Technology)
Job Description
We are seeking an experienced Senior HCM Portfolio Lead to own the strategy, delivery, governance, and operational performance of an enterprise HCM technology portfolio.
The role serves as a strategic technology partner to the People & Organization (P&O) function, connecting workforce priorities with effective business processes, reliable technology platforms, and a clear investment roadmap.
The successful candidate will bring a strong combination of HCM process expertise, enterprise ERP/HCM technology experience, portfolio leadership, and stakeholder management skills. The role will have accountability across the full HCM technology lifecycle—from demand shaping and solution design through implementation, operational support, continuous improvement, and benefits realization.
Key Responsibilities
Strategy & Business Partnership

Partner with senior P&O leadership and HR process owners to understand strategic priorities, operational challenges, and evolving workforce requirements.

Own and maintain an annual HCM technology roadmap, including priorities, dependencies, investment requirements, timelines, and expected business outcomes.

Advise business stakeholders on process design and effective use of standard HCM platform capabilities, identifying where configuration, customization, or extensions are appropriate.

Establish effective governance for demand management, prioritization, solution design, risk management, decision-making, and benefits realization.

Translate complex business requirements and emerging workforce needs into practical technology strategies and actionable roadmaps.
Portfolio Delivery & Solution Ownership

Lead the HCM technology portfolio across transformation programs, projects, enhancements, integrations, platform releases, and continuous improvement initiatives.

Provide end-to-end oversight of solution design, configuration, testing, deployment, adoption, and transition into business-as-usual support.

Manage delivery capacity, priorities, and dependencies across P&O, IT, Finance, implementation partners, and other enterprise technology platforms.

Ensure solutions are scalable, sustainable, secure, and aligned with enterprise architecture and technology principles.
Operational Excellence

Own the overall health and performance of live HCM services, including critical HR and payroll processes, service levels, incidents, problem management, and release readiness.

Lead root-cause analysis and drive permanent resolution of recurring issues, ensuring clear accountability and transparent communication with business stakeholders.

Monitor service performance, user feedback, process metrics, and operational trends to identify and deliver continuous improvement opportunities.

Ensure appropriate documentation, controls, knowledge transfer, support processes, and business continuity arrangements are established and maintained.

Balance operational stability with the need to introduce new capabilities and technology improvements.
Leadership & Governance

Lead, mentor, and develop HCM technology teams while establishing clear accountability for delivery, service quality, and business outcomes.

Manage implementation partners and external vendors, ensuring delivery against agreed scope, timelines, quality standards, and commercial commitments.

Provide clear, concise, and decision-oriented reporting to senior leadership covering portfolio progress, risks, dependencies, service health, investment, and realized benefits.

Build strong relationships across functional, technical, and business teams to align priorities and resolve competing demands.

Facilitate effective decision-making and escalate significant risks, issues, and strategic decisions when appropriate.

Promote a culture of accountability, collaboration, continuous improvement, and customer focus.
Candidate Profile
Essential Qualifications & Experience
-
Significant experience leading an enterprise HCM technology portfolio or large-scale HCM transformation within a complex, multi-entity organization.

Strong understanding of HCM business processes, with the ability to confidently engage senior P&O/HR stakeholders on process, policy, controls, technology, and user experience.

Extensive experience with enterprise HCM and/or ERP platforms, including solution governance, integrations, data, security, testing, release management, and production operations.

Proven experience managing a portfolio that encompasses both new technology delivery and ongoing service operations.

Demonstrated experience leading cross-functional teams and managing implementation partners, budgets, dependencies, and senior stakeholder expectations.

Strong strategic thinking and decision-making skills, with the ability to translate ambiguous or complex business requirements into clear, achievable roadmaps.

Excellent executive communication, influencing, stakeholder management, and relationship-building skills.

Strong understanding of technology governance, risk management, controls, and enterprise architecture principles.
Preferred Qualifications & Experience

Hands-on leadership experience with Oracle Fusion Cloud HCM or another leading enterprise HCM/ERP platform.

Experience across multiple HCM domains, including payroll, time and absence, talent management, recruitment, learning, analytics, reporting, and integrations.

Experience working in healthcare or another highly regulated, operationally complex environment.

Experience managing global or multi-country HCM environments.

Experience with large-scale HCM transformation, cloud adoption, or ERP modernization programs.
