Job Description

The Roaming Engineer is responsible for end-to-end management of international roaming services, including deployment, integration, operations, quality assurance, and troubleshooting across 2G, 3G, 4G, 5G, and IMS (VoLTE) networks. The role ensures seamless roaming experience, service reliability, fraud prevention, and compliance with industry standards.


Key Responsibilities:

Roaming Service Management

  • Manage deployment and establishment of roaming services across 4G, 5G, and VoLTE networks.
  • Perform day-to-day operations and maintenance (O&M) of roaming services.
  • Conduct feature testing and validation prior to rollout of new roaming services.
  • Handle protocol configuration and policy management across core network elements (VLR, HLR-FE, HSS, IN, MME, SGW, PGW, IMS, IPX, ISTPs, DEA).
  • Ensure roaming service quality through continuous monitoring and data audits.
  • Provide technical support and troubleshooting for roaming services, including SMS-related issues.
  • Perform proactive health checks and maintain service stability.
  • Maintain documentation, procedures, and operational records.
  • Develop and implement seasonal readiness plans (e.g., Hajj and Ramadan).

Roaming Integration

  • Establish roaming services with new international roaming partners.
  • Conduct testing for 2G/3G/4G/5G and IMS (VoLTE Roaming) in line with GSMA standards (IR.24, IR.32, IR.35, IR.38, IR.50, IR.60, etc.).
  • Manage and update IR.21 and IR.85 documentation with roaming partners.
  • Participate in roaming-related projects (e.g., M2M, roaming hubs).
  • Maintain commercial agreement records and coordination documentation.
  • Coordinate with internal departments and external partners (e.g., roaming partners, IPX/GRX providers) for seamless integration.
  • Support implementation of roaming platforms and solutions (e.g., steering and roaming optimization tools).
  • Manage IP updates, routing configurations, and signaling data across network elements.
  • Ensure proper coordination for MMS, GPRS, and packet data configurations.
  • Maintain knowledge of SMS firewall systems and filtering techniques.

Roaming Quality Assurance

  • Ensure seamless end-to-end roaming services across all technologies (Postpaid, Prepaid, SMS, MMS, Data, VoLTE).
  • Perform periodic audits across all network elements to ensure alignment with partner updates.
  • Analyze and resolve roaming service failures and performance issues.
  • Monitor trends and reports (UPM, traffic, performance) to identify anomalies.
  • Detect and escalate anti-steering or service degradation practices by roaming partners.

Roaming Support & Troubleshooting

  • Provide Tier-1 technical support for all roaming-related issues.
  • Perform fault analysis, troubleshooting, and resolution of roaming service outages and interruptions.
  • Support specialized roaming services (e.g., aeronautical and maritime roaming).
  • Monitor signaling protocols (ISUP, SIP, SCCP, TCAP, MAP, CAMEL, Diameter).
  • Ensure effective use of roaming tools and monitoring systems.
  • Identify coverage gaps and improve roaming service performance.
  • Maintain and audit test SIM inventory.
  • Manage change requests and track implementation of network updates.
  • Ensure timely execution of commercial launch activities.

 Fraud Control

  • Detect and prevent roaming-related fraud and revenue leakage.
  • Investigate abnormal usage patterns and suspicious activities.
  • Coordinate with partners and internal teams to resolve fraud issues.
  • Analyze fraud-related reports (e.g., TAP files, CAMEL reports) and take corrective actions.
  • Identify and mitigate security threats and signaling attacks affecting roaming services.
