Job Description

The client is looking for a RTAC – Roaming Engineer to work in Saudi Arabia.

Role and Responsibilities:

  • Roaming technical service deployment and establishment for 4G, 5G and VoLTE.
  • Roaming Operations & Maintenance function.
  • Roaming feature testing before rollout of new roaming services.
  • Roaming protocol and policy management across network elements including VLRs, HLR-FE, HSS, IN, MME, SGW, PGW, ISTPs, DEA, IMS and IPX.
  • Roaming quality assurance including data audit in all relevant nodes.
  • Roaming service support and assurance.
  • Roaming SMS troubleshooting and investigation.
  • Participation in projects related to new roaming feature testing (e.g., MOI roaming support).
  • Fraud control including investigation of abnormal roaming usage and suspicious activities.
  • Maintain roaming documentation and operational procedures.
  • Perform proactive roaming services health checks.
  • Develop and implement annual Hajj / Ramadan roaming service plans.

Roaming Integration:

  • Establish roaming services with new roaming partners.
  • Verify 2G / 3G / 4G / 5G and IMS (VoLTE Roaming) tests in accordance with GSMA standard documents such as IR24, IR32, IR35, IR38, IR50, IR60, etc.
  • Update, exchange and maintain network information documents (IR-21 & IR-85) with roaming partners.
  • Participate in new roaming related projects such as M2M roaming and Key2Roam hub integrations.
  • Maintain and update commercial agreement records.
  • Coordinate with internal departments including TAWASOL, IT, VAS, MTAC, Design and Marketing, and external entities such as Roaming Partners (RP), GRX/IPX providers and Ameex for smooth IREG integration of roaming services.
  • Possess adequate knowledge of SMS Firewall and filtering techniques.
  • Support and implement Roamware features and methodology.
  • Coordinate and track MGT and NDC data in all International Gateways (RIN1, JIN2, JIN3, DIN1, SIR, SIJ).
  • Update all new IP ranges in ESDP and IN systems.
  • Follow up IMSI and MGT translation routing data with the MMSC team for MMS services.
  • Track coordination with GPRS and DSR teams for packet data configuration and definition.

Roaming Quality Assurance:

  • Maintain seamless roaming services through functional testing of Postpaid, Prepaid, SMS, MMS, GPRS, 3G, 4G, 5G and VoLTE services with all commercial operators.
  • Perform periodic routine data audits across the GSM network to ensure network elements including HLR-FE, HSS, IMS, VLR, SMSC, IP-STP, FNR, MMSC, GRX/IPX, SGSN, GGSN, PGW, SGW and DEA are updated according to changes received from roaming partners via IR-21 and IR-85.
  • Analyse and resolve roaming service failures.
  • Detect, analyse and escalate anti-steering mechanisms used by roaming partners against the network.
  • Analyse daily UPM and TP reports and trend summaries to identify abnormalities such as sudden increase or decrease in roamers or roaming service failures.

Roaming Support & Troubleshooting:

  • Provide Tier-1 support for roaming issues escalated through Roaming Partner emails, WS department, RTTS, SEC/SOC alerts, UPM feeds and CEM alert tickets for all technologies.
  • Perform troubleshooting, fault analysis, network clustering and rectification of roaming service outages and interruptions.
  • Provide technical support for off-land roaming services including aeroplane and ocean roaming.
  • Monitor and analyse signalling protocols including ISUP, SIP, SCCP, TCAP, MAP, CAMEL and Diameter in the network and utilize CEM tools for analysis.
  • Ensure proper usage of roaming tools and operational procedures.
  • Identify strong and weak roaming coverage areas and address roaming service gaps.
  • Maintain records and inventory of test SIM cards and conduct frequent audits to avoid loss, theft or damage.
  • Raise SCR requests through JIRA for Inter-PLMN IP changes received on a daily basis.
  • Follow up on commercial launch requests received from WS and ensure proper network implementation.

Fraud Control:

  • Investigate and take necessary actions to prevent revenue loss due to roaming fraud from inbound or outbound roamers.
  • Coordinate with roaming partners to correct roaming data and prevent fraudulent roaming services.
  • Investigate fraud cases received from related departments including Marketing, Fraud Management, MTAC, SEC/SOC, TP/UPM or roaming partners regarding fraud TAP files and prepaid roaming misuse.
  • Analyse CRV (CAMEL Roaming Verification) reports and take appropriate actions to prevent revenue leakage.
  • Detect and report abnormal signalling behaviour and malicious attempts from external networks trying to disrupt roaming services by manipulating signalling flows.
