RF Network Optimization Manager

The client is urgently looking for an RF Network Optimization Manager to work a 12 month rolling contract based in Congo DRC (Kinshasa).

Position Description:

• A Network Optimization Manager is responsible for leading the wireless network optimization team and ensuring the delivery of high-quality optimization services for GSM, UMTS, LTE, and NR (5G) networks.
• The role requires strong technical expertise in radio network optimization, KPI analysis, parameter optimization, customer communication, and project management.
• The successful candidate will manage optimization activities, coordinate with customers and cross-functional teams, and ensure continuous improvement of network performance and user experience.

Key Responsibilities:

• Lead and manage the wireless network optimization team to achieve customer KPI targets and project objectives.
• Develop and execute optimization plans for GSM, UMTS, LTE, and NR (5G) networks.
• Monitor and analyze network KPIs, identify performance degradation, and implement optimization solutions.
• Lead cluster optimization, single-site verification, acceptance support, and special optimization activities.
• Perform parameter optimization, neighbor relation optimization, mobility optimization, interference analysis, coverage optimization, and capacity optimization.
• Analyze OSS counters, drive test logs, MDT/MR data, and customer complaints to identify root causes and recommend improvement actions.
• Coordinate with RF Planning, RAN Delivery, Transmission, Core Network, and Field Maintenance teams to resolve network issues.
• Prepare optimization reports, KPI analysis, customer presentations, and technical documentation.
• Support network expansion, modernization, new feature verification, and software upgrade activities.
• Provide technical leadership, mentoring, and performance management for optimization engineers.
• Ensure project delivery, customer satisfaction, and compliance with company quality standards.

Job Requirements:

• Bachelor’s degree or above in Telecommunications, Electronic Engineering, Computer Science, or a related field.
• At least 8 years of experience in wireless network optimization, including 3 years or more in a management role.
• Hands-on experience with ZTE OSS and common optimization tools such as Probe, Assistant, NetNumen, GENEX, Actix Analyzer, MapInfo, and Microsoft Excel.
• Strong knowledge of GSM, UMTS, LTE, and NR (5G) radio access networks.
• Solid understanding of RF optimization, mobility management, PCI optimization, ANR, Load Balancing (MLB), Mobility Robustness Optimization (MRO), interference mitigation, coverage and capacity optimization.
• Strong experience in KPI analysis, including Accessibility, Retainability, Mobility, Integrity, Availability, VoLTE, and Data Performance KPIs.
• Experience in Drive Test analysis, Cluster Optimization, Parameter Audit, and Acceptance Support.
• Familiar with LTE and NR features such as CA, VoLTE, EN-DC, NSA/SA, Massive MIMO, and Beam Management.
• Excellent customer communication, presentation, and project management skills.
• Ability to lead multicultural teams and manage multiple optimization projects simultaneously.
• Willingness to travel to project sites when required.
• Fluency in English; French is an advantage.
