The client is looking to hire a Project Director (Network Transformation) based in The Caribbean currently.
The Role:
The client is seeking an experienced Project Director – Network Transformation to lead the governance, control, and delivery of a multi-year, multi-market network transformation programme executed through strategic vendor and outsourcing partnerships. Based in Jamaica, this role is accountable for ensuring that the network transformation spanning Core, Transport, RAN, and Fixed Networks is delivered in line with agreed scope, timelines, quality standards, and commercial objectives. The role exists to retain control of outcomes in a vendor-led delivery model, ensuring that transformation objectives are achieved without compromising network integrity, operational readiness, or financial discipline.
Key Responsibilities:
Programme Governance & Delivery:
- Own end-to-end governance of the Network Transformation Programme across all markets and technology domains.
- Establish and enforce delivery standards, controls, and decision frameworks.
- Maintain the integrated master programme plan and ensure alignment across all workstreams.
- Chair programme governance forums and drive execution against agreed milestones.
Vendor, Outsourcing & Transformation Oversight:
- Act as accountable authority for vendor and outsourcing partner performance.
- Govern large-scale transformation initiatives delivered through outsourced and managed service models.
- Ensure vendor delivery aligns with operational model, transformation objectives, and contractual commitments.
- Actively manage transition and execution risk associated with outsourcing and network modernisation.
- Escalate delivery, performance, or commercial risks where outcomes are threatened.
TSSR, ATP & Acceptance Governance:
- Own governance of all design, testing, and acceptance stages, including:
- Technical Site Survey Reports (TSSR)
- Acceptance Test Procedures (ATP)
- Provisional and Final Acceptance (PAC / FAC)
- Ensure acceptance is based on verified delivery and quality, not schedule pressure.
- Enforce consistent technical and operational sign-off across all network domains.
Market & Operational Readiness:
- Ensure markets are operationally ready for deployment, integration, and cutover.
- Coordinate closely with Market CTOs and Operations to resolve delivery constraints.
- Manage cross-market dependencies and sequencing to protect critical paths.
Financial, Risk & Commercial Control:
- Own delivery milestone tracking linked to payments and transformation outcomes.
- Ensure milestone acceptance is supported by verified delivery and compliance.
- Identify and manage financial, delivery, and operational risks.
- Ensure transformation benefits are realised in line with approved business cases.
Executive Reporting & Stakeholder Engagement:
- Provide clear, concise, and decision-oriented reporting to the CTIO and executive leadership.
- Maintain transparency on progress, risks, and required interventions.
- Build strong working relationships with senior stakeholders, vendors, and market teams.
Experience and Expertise:
Essential:
- Bachelor’s degree in Engineering, Telecommunications, or a related discipline.
- 10–15 years’ experience delivering large-scale telecommunications programmes.
- Demonstrated leadership of:
- Core network transformation (CS, PS, IMS, packet core)
- Transport and IP/MPLS networks
- RAN deployments
- Fixed access and backhaul networks
- Proven experience leading outsourcing and transformation programmes, including vendor-led delivery models.
- Strong understanding of large-scale network rollout, governance, and acceptance processes.
- Experience operating at senior management or executive level.
Preferred:
- Experience working with Tier-1 vendors (Huawei, Ericsson, Nokia).
- Experience leading regional or multi-country transformation programmes.
- Strong commercial and contractual management capability.
