The client is looking for a Cloud Business Development Manager (Government) to work in Riyadh, Saudi Arabia.

About the Position:

The client is looking for a driven and strategic Cloud Business Development Manager (Government) to lead their cloud business expansion in the public sector. You will be responsible for building and maintaining high-impact relationships with key government stakeholders, identifying new opportunities and driving the adoption of their Cloud solutions. This role demands a deep understanding of the Saudi Cloud market and the ability to navigate complex public sector ecosystems. You will work closely with cross-functional teams to ensure successful implementation and delivery of tailored Cloud strategies.

Key Responsibilities:

  • Lead the development and execution of cloud strategies for the government sector, aligning with national digital transformation priorities.
  • Collaborate with cross-functional teams, including government business units, to design business initiatives and deliver high-impact cloud solutions.
  • Build long-term strategic relationships with government agencies, authorities and stakeholders.
  • Analyse market trends, forecast key performance indicators and evaluate growth opportunities in the public sector.
  • Prepare and present customized cloud proposals and business cases to executive and technical decision-makers in the government.
  • Manage the entire customer lifecycle, from engagement and needs assessment to contract negotiation and service delivery.
  • Drive business growth by identifying new opportunities and expanding existing relationships.
  • Support go-to-market and promotional campaigns tailored for the public sector.

Minimum Qualifications:

  • Bachelor’s degree or equivalent practical experience.
  • 3+ years of experience in sales, client management, business development or partner/channel development in the cloud services or SaaS sector.
  • Proven experience in cloud solution sales within the Saudi government sector.
  • Strong knowledge of cloud fundamentals including public cloud, hybrid cloud (HCS) and big data.
  • Fluent in English, with excellent verbal and written communication skill.

Preferred Qualifications:

  • Previous experience with top cloud providers such as AWS, Microsoft Azure or Oracle Cloud.
  • Strategic thinker with the ability to execute complex plans and deliver measurable results.
  • High executive maturity and the ability to engage with senior government officials and C-level stakeholders.
  • Proven track record of exceeding sales quotas and managing end-to-end business cycles in the public sector.
  • Strong network within the Saudi government and public sector ICT ecosystem.
  • In-depth knowledge of cloud industry trends, competitor offerings and regulatory environments.
  • Experience in data analytics or business intelligence is a plus.
  • Ability to handle both strategic planning and tactical execution, including full P&L responsibility.
  • Strong business acumen and negotiation skills.
  • Fluency in Arabic is a strong advantage.
  • Highly adaptable, proactive and capable of working in a fast-paced, evolving environment.
  • Willingness and ability to travel regularly for client meetings and official engagements.
