Job Description
The client is looking for a Civil Rollout Manager to work a 6 month rolling contract based in South Africa (Johannesburg).
The Civil Rollout Manager ensures that all ground works, structural elements, and environmental controls meet strict engineering and regulatory standards.
Experience:
- Able to input for design solutions
- Give training to subcontractors on site builds
- Planning civil readiness for build
- Input for civil materials readiness
- Understanding all dependencies
- Carrying out the implementation part with quality controls
- Following up until site acceptance is completed with the client
- Whilst carrying out the core responsibilities as listed below
Core responsibilities:
Site Preparation & Subcontractor Management:
- Civil Work Supervision: Managing subcontractors handling excavation, concrete foundation pouring (for towers and equipment plinths), fencing, and access roads.
- Structural Engineering Compliance: Reviewing structural integrity reports and ensuring that tower masts or mounts can handle calculated wind loads and equipment weights.
- Site Acquisition & Permitting: Coordinating the transition from site acquisition to actual construction, ensuring all municipal permits and zoning approvals are active.
Environment, Health, & Safety (EHS) Compliance:
- Risk Mitigation: Enforcing strict zero-harm EHS policies on-site, including working-at-height certifications, proper PPE, and safe excavation practices.
- EHS Documentation: Ensuring that every site has an active safety file and that internal self-checks, risk assessments, and incident reports are meticulously filed before, during, and after construction.
Power & Utility Coordination:
- Electrical Grid Tie-ins: Coordinating with local power utilities for grid connections, ensuring compliance with local electrical codes and securing necessary Certificates of Compliance (COC).
- Backup Power Systems: Overseeing the installation of backup power infrastructure, including hybrid battery banks (such as -48V DC power systems) or diesel generators.
Quality Assurance & Acceptance:
- Milestone Tracking: Monitoring site progress against strict rollout schedules, managing dependencies between civil readiness and telecom equipment installation.
- Snagging & Handover: Conducting rigorous quality audits to identify structural or civil alignment defects, managing the “snag list,” and securing final technical acceptance from the mobile network operator (MNO).
